A three-day workshop was held for PSO staff in the Dreamland Hotel, Islamabad,
from 8-10 December. The purpose of the workshop was two-fold: |

Continue orientation of PSO staff about capacity development; |
| 2) |
Plan activities for January-June 2004 |

| |
1. Capacity Development Orientation |
| |
This was a continuation of the orientation started by international
consultant, Richard Slater, in a workshop for PSO staff held on 4-5 November
2003. In the November workshop Mr Slater introduced the basic concepts of
capacity development. This second CD workshop was also supervised by Richard
Slater, but the lead role in presentations was taken by ADTA team members.
Each ADTA team member had been assigned a topic related to capacity development.
The topics covered were: |

Both the ADTA team members and the PSO staff found the presentation experience
very useful: the former in preparing them, the latter in hearing them. It
was agreed that the process should be continued, possibly with presentations
by PSO staff. |

2. Planning Meeting for January-June 2004 |
| |
The four Provincial Directors and the NPSO staff took the lead role in
this. The meeting covered a number of different issues: |

Overall Review of DSP, especially decisions taken in
last NPSC meeting; |
| b. |
Review of implementation status of the TA1 Annual Work
Plan Stage 1; |
| c. |
Preparation for Stage II; |
| d. |
Policy Dialogue and Research & Communications Strategies; |
| e. |
Other Issues of concern. |

The (Acting) National Programme Director Tauqir Ahmed, and the new Chairman
of the National Programme Steering Committee (NPSC), Tanvir Jafri, also
attended some of the sessions. The Provincial Directors found it very useful
to be able to interact with each other, and to discuss issues and implementation
with the National PD and the NPSC Chairman. Several issues of concern were
resolved in the meeting. |

Among decisions agreed in the planning meeting were: |
| |
1. Timelines for roll-out of the TIPs in Stage 1 of the Annual Work Plan;
2. Timing and agenda items for the next NPSC meeting (tentatively 5-6 January
2004);
3. Issues to be discussed in provincial policy dialogues. |

It was also agreed that PDs' meetings should be held on a rotating basis
in all the PSOs: they should not always be held in Islamabad. The next PDs'
meeting in February will consequently be held in the Sindh PSO in Karachi. |
