Workshop Report on Monitoring Framework for DSP held on March 30-31, 2004.

DSP is well into the 2nd year. 56 TIPs at a cost of approx. Rs.396 million
have been approved by the NPSC. These TIPs are passing through various stages
of the procurement process. The fast track TIPs, (Budget and PFC) in all
PSOs are to roll out in April-May, 2004, and implementation of the contracts
will start before end of current Financial Year. There is an urgent and
significant need for an effective Monitoring framework to be developed and
put in place, for monitoring of the program activities, outputs and reporting
information for decision making, identify shortfalls/bottlenecks, enabling
program management to take necessary corrective actions. Realizing this
necessity and urgency, the NPSO with the assistance of AD-TA had arranged
a 2 days training workshop from March 30-31, 2004 at Islamabad on monitoring
framework for all the PSOs. It was conducted by Mr. Peter Robertson, from
Asian Development Bank (ADB), Governance Unit, and attended by concerned
program/M&E persons (2-3 officers) from Provincial offices and 3 Consultants
of AD TA. |

The objective of the workshop was to enable the Program Support Offices
(PSOs) i) to better understand DSP framework, monitoring in the context
of DSP including monitoring of the Annual work plan and TIPs, quality and
process monitoring, Monitoring Tools, Reporting needs at various operational
levels of the Program, Information flow ii) To provide the DD/ADs M&E
PSOs with guidelines for effective development /refinement of the monitoring
indicators for individual TIPs and for overall program policy outcomes and
result areas. The outcome of the workshop includes: |

Draft outline of DSP monitoring matrix, highlighting
DSP policy outcomes, result areas, thematic areas, assigning approved
TIPs to thematic areas, identifying some generic indicators for training
and budget TIPs. A copy of this has been provided to all the participants
for collating and incorporating indicators for their respective TIPs
with the assistance of their respective AD-TA Consultant (PSOs) in
the matrix and its submission to NPSO for further collation, refinement
and its submission to the ADB Consultant/Trainer for further guidance
and support. |

A generic format for TIP Activity Plan for Consulting
firms has been prepared, indicating all TIP activities targets in
terms of What, When, Who, How many, Resources (human, physical &
financial). The Activity plan indicating planned targets for activities
& responsibilities should be made part of the contract to be signed
between PSO and respective consulting firm, so that consulting firm
knows exactly, what & when to report. |

A generic format re draft outline for the PSOs Work
Plan has been developed. The PSOs were requested to review and finalize
the Work Plan by end of April 2004, as per their activities with the
assistance of concerned ADTA CDS. |

Guidelines for the DD/ADs M&E at the PSOs regarding
their job. |

The Trainer clarified that the M&E officers, by virtue of their job
description, have to play and important role in PSOs. They could access,
validate and follow-up any program related document, activity, information,
reports, etc. to assist program management in ensuring that program activities
are proceeding according to plan and procedures. The process, however, must
demonstrate support and direct benefits to program management and should
not be carried as mere investigate work/activities. Responding to a question
regarding role of contract monitoring in PSO, Mr. Peter Robertson clarified
that the Program/M&E is responsible to assist the PDs on quality of
program activities, processes, outputs/deliverables and schedules while
the Admin. Section is mandated to monitor contracts in terms of procedures.
Participants found the workshop useful, participated whole heartedly and
were overall satisfied with the outcome. |
