  CONSULTANCY OPPORTUNITIES

Decentralization Support Program (DSP) is an initiative of the Government of Pakistan in collaboration with Asian Development Bank (ADB). DSP is a program of fiscal restructuring to support the legal, institutional and capacity building costs of decentralization and related reforms with a focus on local government performance, accountability and service delivery. Decentralization Support Program, Provincial Program Support Office Punjab invites applications from qualified individuals Consultants for short-term consultancy against following positions required during Training Roll-out under the Technical Investment Proposal (TIP) titled “Training of officers and officials of TMAs in Punjab on Budget & Planning under the Budget Rules-2003”. The main objective of the TIP is to improve budget making and planning of development programs in Punjab. The training workshops will be conducted at Lahore, Rawalpindi and Bahawalpur.

 
Position Qualification & Experience

Senior Training Coordinator
1 position
with maximum in-put of 60 person days

• At least Graduate (Masters degree holders will be preferred)
• Experience of arranging similar events
• Experience of at least 10 years of working in public/ private sector
• Good knowledge of public sector and local government system in Pakistan
• Excellent communication skills in English, Urdu and Punjabi

Regional Project Coordinators
(Lahore, Rawalpindi & Bahawalpur)
(maximum in-put of 60 person days for each position)

• 16 years of education with degree preferably in Management, Business Administration or related social sciences
• At least 5 years experience preferably in public sector,
• Strong leadership, team management and conflict resolution skills,
• Experience on local governments and budget making will be considered as added advantage
Public Finance Experts
(03 positions)
(with maximum input of 60 person days for each position)

• At least Bachelor’s degree holder (Candidates with 16 years of education and degree in public finance, public administration or social sciences will be preferred)
• At least five years work experience for budget making at the provincial or local government level,
• Good working knowledge of public sector and local government system in Pakistan along with some knowledge of local taxation issues,
• Excellent communication skills in English and Urdu.
Training Experts
06 positions
(with maximum input of 60 days for each position)
Only 3 trainers will be finalized on the basis of their performance in TOT
• 16 years of education (Candidates with degree in social sciences or humanities will be preferred);
• At least five years experience of conducting training workshops,
• Good working knowledge of public sector and local government system in Pakistan.
• Knowledge of budget making at provincial and local governments shall be preferred,
• Excellent communication skills in English and Urdu & computer skills.

Master Trainers
02 position , 01 Public Finance Expert & 01 Professional Trainer
(15 days each)

Professional Trainer
• 16 years of education (Candidates with degree in social sciences or humanities will be preferred);
• At least 5 years experience of conducting training workshops,
• Knowledge of budget making at provincial and local governments shall be preferred,
• Excellent communication skills in English and Urdu & computer skills,
Public Finance Expert
• At least Graduate,
• Good working knowledge of public sector and local government system in Pakistan along with some knowledge of local taxation issues,
• Good training & communication skills,
• At least 5 years experience of working in public sector with at least 1 year experience of working in Finance Department or budget making. Experience of conducting similar training will be preferred;
• Excellent communication skills in English and Urdu.
 

The assignment is expected to start on or around 1st week of March 2008. The persons involved in the similar activities shall be given preference. The positions carry competitive/market-based remuneration. Interested consultants are required to send or e-mail their applications along with curriculum vitae prepared on Asian Development Bank’s (ADB) format showing their qualification and experience at following address during office hours not later than 07 days after the publication of this advertisement. The persons from Public Sector have to submit NOC from their concerned authority along-with their application.
